Sum licensing, implementation, training, maintenance, integration, migration, and support costs over a multi-year period, typically three years. Divide by expected users and years to get cost per user per year for cross-tool comparison.

Include functionality, usability, performance, security, integration capability, vendor support quality, and cost, each with an importance weight. Score every tool against each criterion and compute weighted totals to produce a defensible ranking.

Evaluate vendor financial stability, product roadmap alignment, SLA terms, data rights, and exit clauses. Negotiate contract flexibility and create contingency plans for migration in case the vendor relationship deteriorates.

Weighted scoring is less useful for trivial low-cost tools where evaluation effort exceeds the purchase risk, or when a single hard requirement such as regulatory compliance eliminates all but one option immediately.
