It serves as HR + IT for AI agents, ensuring zero-context startup and that CLAUDE.md, SKILL.md, and access controls stay current.

  • Onboarding & session recovery: ensures new agents can cold-start with zero context and existing agents can restart with up-to-date access and conventions.
