What problem does it solve?
Aggregates audit snapshots from docs/audit/* into trend reports, enabling teams to see how findings evolve over time and identify patterns in risk and remediation.

- Historical trend analysis: aggregates per-snapshot findings to compute new, fixed, reopened, and lingering items.
- Health scoring & MTTR: derives a per-snapshot health score and median time-to-resolution across severities for prioritization.
- Regression detection: detects phase regressions and provides a time-series view to guide remediation planning.
