What problem does it solve?

Defines measurable outcomes for an approved discovery artefact and produces a benefit-metric artefact conforming to templates/benefit-metric.md. It helps separate meta-benefit situations (pilot, tooling test, process experiment) from product metrics and clarifies that this unit does not write stories - that is /definition.
