What problem does it solve?

Dependency upgrade workflow — audit, plan, upgrade, test, fix breaking changes. Supports Python/JS/Go/Rust. NOT FOR: new dependency selection (use research), code refactoring (use cc-simplify). FLOWS INTO: cc-verification, cc-review.
