What problem does it solve?

It removes the repetitive manual effort of writing Page Charter documentation, especially the sensitive parts like Non-Goals and Automation Anti-hooks.

Core Features & Use Cases

• Generates a draft charter from code context: reads the target Inertia page .tsx, relevant Controller methods, and top navigation/route placement to infer Mission, Goals, UX Targets, and Automation Hooks.
• Enforces safety on the highest-risk sections: creates placeholders for Non-Goals and Automation Anti-hooks and stops until a human confirms them, preventing anti-alucination failures.
• Writes governed artifacts: outputs a *.charter.md draft next to the page component with status: wip for human approval before becoming live.
