What problem does it solve?
Converts user-provided optimization requirements into a folder-level TODO.yaml with per-folder dedup/refactor/simplify/fix tasks and a final global cohesion checkpoint.

- Phase-driven workflow: audit all folders to produce a folder inventory and ANALYSIS.md, then generate per-folder tasks and a global cohesion checkpoint.
- Tasking model: for each optimize folder produce dedup, refactor, simplify, and fix tasks, plus a final GC task.
- Output: a root-level TODO.yaml formatted for repository-wide task management.
Quick Start
Provide optimization requirements to start Phase 1, then perform the folder audit and Phase 2 task generation to produce a root TODO.yaml.
