What problem does it solve?
The COP (Common Operating Picture) is a shared state used by every Life OS skill. When COP data ages or becomes inconsistent, decisions degrade. This skill ensures COP freshness and coherence across the platform.

- Cross-domain flag routing and CCIR checks: reads pending flags, routes updates, and flags critical conditions for action.
