Execute one assigned dispatch task lane, drive its PR through forge-cli, and post lane-scoped state / session / validation back to the shared dispatch issue.

Quick Start

Plan and execute the assigned dispatch lane by running plan-issue tracking status and run-update, create and merge the PR on the plan branch, and emit the lane checkpoint.
