• Generate loop-local skills from Markdown specs: produce a shared guidance skill and receiver skills keyed to each template type, using typed Markdown templates and strict placeholder posture.
• Validate and execute safely: validate package shape, template prologue requirements, placeholder coverage, and SQLite schema parseability, then prepare agents, launch them, start runs, and manage pause/resume/stop/recover lifecycle.
