What problem does it solve?

This mechanical skill regenerates the project's index files from CURRENT frontmatter state, ensuring the skill-suite table, skill index, design-specs catalog, tag index (if enabled), memory index, and code-map stay in sync with what's on disk. This prevents drift and eliminates manual maintenance of index documents.
