What problem does it solve?
It reverse-engineers an ISO 25010:2023 quality profile from a codebaseās scan signals, so teams can bootstrap enterprise-ready quality targets even when intent epics are not available.

- ISO 25010:2023 characteristic inference: Produces deterministic characteristic-level targets with grounded evidence from scan-index.json.
- Security profile & risk register generation: Derives a security posture and a rule-assigned risk register from detected tool posture and scan artifacts.
- Decision traceability for /codify: Enforces a resolution protocol, writes a resolution trace, and emits a DSD decision manifest before the artifact.
Quick Start
Ask the test-engineer flow to run infer-quality-profile-from-code during /codify for issue number JIRA-123 using scan-index.json and write the resulting proposal to specification/quality-profile.yaml.
