What problem does it solve?
This Skill validates that an agent is ready to be promoted from pre-operational to operational-concrete by enforcing the DoOC (Definition of Operational Concrete) evidence requirements before design work proceeds.

- Operational readiness verification: Confirms PoV origin, leading metric proof, lagging metric declaration, scope stability, and observability evidence.
