What problem does it solve?
Cold-start orientation primitive — reads the project's reference set in one pass (always-loaded instructions + going-forward rules, the code map, the operating-hazard docs: landmines / recurring-bug patterns / known-issues, the open-threads docs: the findings backlog + the plans index, the memory index, and recent git) so a session starts with full context instead of guessing. Read-only: it loads + summarizes, it never edits and never codes. Use in a fresh space that has NO handoff to verify, or any time you want context re-loaded (after a compaction, after a long gap, when picking a direction).
