This Skill provides a deterministic exit rubric for Loop 1 ideation refinement, enabling the Main Agent to decide whether the current IDEA.md is sufficiently developed to proceed to Loop 2 stress testing. It returns PASS or FAIL with specific failing criteria listed, ensuring decisions are based on explicit development criteria rather than subjective judgments about idea quality, novelty, or validity.
