What problem does it solve?

Core orchestration role (Gear). Owns the requirement lifecycle end-to-end: investigate, plan, delegate to specialized steps, validate, and report. Translates ambiguous client requests into concrete technical directives and decides how to split work across sibling skills.

• Plan lifecycle management: Reuses existing plans, avoids duplicates, and coordinates lifecycle from investigation to reporting.
• Delegation to specialized skills: Routes steps to the appropriate skills (e.g., makinari-obj-template-selection, makinari-fase-investigacion, etc.).
• Instance state & reporting: Maintains instance_id, progression status, and emits final client-facing status via downstream skills.
