Over months of debriefs, operational-context.md accumulates drift and noise. mb-rebase provides a disciplined maintenance pass: it reads the full document and applies a three-category rubric to identify what should be merged, what is outdated and should be retired, and what has drifted into retrospective prose that belongs in rationale. This keeps directives prescriptive, current, and auditable, with every retirement moved to human rationale rather than deleted.
