What problem does it solve?

This Skill surveys open external PRs across watched repos and buckets each PR by touched-file risk tier (FAST_TRACK / INFRA_REVIEW / SKILL_PASS / SKILL_WARN_OR_BLOCK / CORE_REVIEW), emitting a single structured digest to guide operator focus.

Core Features & Use Cases

  • Surveys all open PRs across watched repositories and buckets them by touched paths into risk categories (CORE_REVIEW, INFRA_REVIEW, SKILL_PASS, SKILL_WARN_OR_BLOCK, FAST_TRACK).
  • Runs the per-Skill security scan on any SKILL.md changes and includes the scan verdict in the digest for visibility.
  • Outputs a daily digest article, a memory snapshot, and a notification trigger so operators can act with minimal noise.
  • Remains operator-facing only: does not merge PRs or comment on them; serves as a decision-support briefing.
