What problem does it solve?

Enables teams to safely amend ROADMAP.md by adding a new M<N+1> milestone block without renumbering existing milestones, preserving audit trails and changelog records.

Core Features & Use Cases

• Append a single new milestone (M<N+1>) to ROADMAP.md immediately before the State-of-the-art references section.
• Validate structural anchors (e.g., last M<X> block) and abort if the anchor is missing or moved to avoid corrupting the roadmap.
• Update CHANGELOG.md with an Unreleased Added entry and, if requested, remove an explicitly out-of-scope item (with a changelog note).
• Optionally incorporate a SOTA delta by adding new peers to the roadmap's references without touching existing entries.
• Produce a single atomic edit commit when the working tree is clean, ensuring an auditable, atomic change.
