- Gitea-canonical queue verification: inspects PR records, linked issues (via Closes/Fixes/Resolves), head SHAs, diff headers, and required status contexts using the designated read-only inspection script.
- Deterministic PR classification: assigns each PR to a single operational state such as merge-ready, CI pending/failed, needs cross-audit, needs builder, needs LT direction, blocked on dependency, or stale/rebase.
- Smallest-valid action enforcement: chooses the minimum compliant next step (e.g., merge only when authorized, avoid churn when CI is merely pending, request the correct opposite-lane audit, and provide exact evidence for every decision).
