What problem does it solve?
After a successful Get-Info operation that obtains and persists external sources, this workflow updates site priorities and keyword heat based on real hits, providing explainable maintenance of data/priority.json and data/keywords.db, and it does not perform independent crawling.

- Reads priority.json and keywords.db and updates them based on real task results to reflect current relevance.
- Backfills official_domains when get-info-workflow reports newly discovered high-confidence official domains.
- Ensures traceability of changes and enforces boundaries around external crawling.
