• Issue confirmation and intake: validate a provided issue or route spec/plan into a tracked GitHub issue before any flow creation.
• Branch and flow orchestration: create or switch to dev/issue-<id> branches, run flow update with actor attribution, and bind the issue to the flow.
• PR and handoff management: optionally create a PR draft when conditions are met and append a structured handoff entry to record the milestone.
• Use case: a developer or AI agent receives a spec, verifies or creates an issue, spins up a tracked dev/issue branch, binds the flow, and creates a PR draft placeholder to trigger CI and record intent.

Quick Start
