What problem does it solve?
Regression-shell quality gate reads QualityConfig.regression from the project YAML, dispatches scenario scripts, captures output, diffs against governance/baselines/regression-baseline.json, and exits non-zero when unexpected divergence is detected.

- Runs regression-shell scenarios and diffs outputs against a stored baseline to gate code merges.
- Supports two modes: self (generator validates its own output against a golden snapshot) and service (client validates its services against recorded baselines).
- Integrates with the project workflow via quality.regression settings and provides deterministic exit codes to signal success or divergence.
