What problem does it solve?
Generates deterministic memory summaries for completed epics by parsing epic artifacts and writing them to ai/memory, ensuring consistency across runs.

- Deterministic extraction from epic markdown using structured rules (not free-form regex), producing ai/memory/epic-XXXX-summary.md and updating ai/memory/_index.yaml.
- Writes a human-readable, indexed memory entry that can be used for governance, traceability, and future reference.
- Integrates with other Claude Code components by being invoked from x-implement-epic or memory workflows to keep memory in sync.
